Measure No. 26-35
CITY CHARTER AMENDMENT REGARDING CITY OFFICERS APPOINTED BY CITY COUNCIL
QUESTION: Shall the City Charter be amended to reduce the number of City Officers appointed by the City Council?
SUMMARY: Section 11 of the City Charter establishes certain appointive officers. It also requires that the Mayor nominate such officers, and that they be appointed and removed by a vote of a minimum of four City Council members. The officers specified in Section 11 of the Charter are the City Administrator, City Recorder, Chief of Police, City Attorney, and Municipal Court Judge. The proposed Amendment would amend Section 11 by deleting the requirement that the City Recorder and Chief of Police be appointed by the City Council. This would allow the City Administrator, who manages these employees, to appoint them. It would also keep Section 11 of the Charter consistent with the rest of the Charter and the City Municipal Code. The City Administrator, City Attorney and Municipal Court Judge would continue to be appointed by the City Council.
