Multnomah County has a compelling government interest to ensure that contracts provide employment opportunities for business certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID) (link is external) as one of the below types: 

  • Minority Business Enterprise (MBE)
  • Women Business Enterprise (WBE)
  • Service-Disabled Veteran Business Enterprise (SDVBE)
  • Emerging Small Business (ESB)

Led by Our procurement professionals, the Good Faith Effort program requires bidders to submit documentation showing Good Faith Efforts towards contracting with COBID-Certified Subcontractors on construction projects. Therefore, prime contractors are required to submit documentation showing that Good Faith Efforts (GFE) have been made to contact 5 COBID-Certified subcontractors for subbid opportunities on upcoming projects. This program evaluates:  

  1. Evaluates the Good Faith Efforts (GFE) required of all Bidders
  2. Assists the County in recording subcontractor utilization on its projects
  3. Requires Contractors to perform GFE on ALL of their subcontracting opportunities (regardless of value)
  4. Promotes the utilization and inclusion of COBID-Certified subcontractors on County projects to address historical underutilization
