As the Multnomah County Library Advisory Board explained in 2017, Multnomah County Library has long been at the forefront of efforts to adapt library facilities and services to meet the changing needs of patrons and communities. Our libraries and the communities they serve have come to understand that libraries are not just storage facilities for books but are community spaces where people connect with resources, ideas, and each other. Moreover, as our region experiences unprecedented population growth, coupled with migration within the County by households seeking affordable housing, the library must be poised to anticipate and meet the needs of a larger and more geographically dispersed base of patrons.

On November 3, 2020, voters authorized the County to issue up to $387 million in general obligation bonds to update, add 10-gigabit speed internet, renovate, construct, and refresh libraries across the County. With additional funding, projects delivered under the Library’s capital building projects bond will consist of:

  • Expanding, rebuilding or renovating:
    • Chapter 1: CMGC Services for Library Sort Center
      • Creating a central materials handling and distribution center to increase efficiency and cost effectiveness.

    • Chapter 1: CMGC Services for Albina Library 
      • Construction Manager/General Contractor: Andersen Construction
    • Chapter 1: North Portland Library 
      • Construction Manager/General Contractor: Andersen Construction
    • Chapter 1: Midland Library
      • Construction Manager/General Contractor: Swinerton Builders
    • Chapter 1: CMGC Services for Holgate Library 
      • Construction Manager/General Contractor: Swinerton Builders
    • Chapter 2: CMGC Services for East County Flagship Library 
      • Building a new large, destination library of approx. 95,000 sq. ft. in East County, similar in size to Central Library downtown.
      • Construction Manager/General Contractor: Fortis Construction
    • Chapter 3: CMGC Services for Belmont Library
      • Construction Manager/General Contractor: Howard S Wright (Balfour Beatty)
    • Chapter 3: CMGC Services for St. Johns Library 
      • Construction Manager/General Contractor: Howard S Wright (Balfour Beatty)
    • Chapter 3: CMGC Services for Northwest (Pettygrove) Library
      • Construction Manager/General Contractor: Howard S Wright (Balfour Beatty)
    • Adding refresh improvements such as furniture and paint to all other library locations not listed above.

The contract compliance reporting systems currently in place for the monitoring of construction projects under the Library Bond are B2Gnow and LCPtracker. Contractors must be invited to LCPtracker.

  • B2Gnow is the monthly subcontractor utilization and payment reporting system. 
  • LCPtracker is the system used to report weekly certified payroll for workforce utilization.
